Normandale Community College has announced that Angela Steward-Randle has been named Vice President of People and Culture at Normandale Community College.
Steward-Randle officially started as Vice President of People and Culture on November 5. In this position, she oversees the People and Culture division which includes the Human Resources and Equity and Inclusion departments. Steward-Randle will also serve on the President’s Cabinet Leadership Team.
She brings more than 20 years of progressive leadership experience across higher education, government, and non-profit organizations. Steward-Randle is an award-winning human resources and organizational leader with deep expertise in labor and employee relations; Title IX and EEO compliance, diversity, equity, inclusion and belonging (DEIB); and strategic Human Resources (HR) transformation. Throughout her career, she has earned a reputation as a trusted advisor and culture change agent who aligns people strategies with institutional mission and fosters high-performing, inclusive workplaces.
Steward-Randle most recently served as Vice President of Talent, Equity & Culture at Neighborhood House in Saint Paul, following four years as the organization’s Director of Human Resources. During her tenure, she led HR, equity and inclusion, and compliance functions, developed comprehensive workforce strategies, and advanced initiatives that strengthened engagement and representation.
Prior to that experience, she was the Human Resources Director for the State of Minnesota’s Department of Administration and for the Minnesota Army National Guard. Steward-Randle also held positions in higher education at Hennepin Technical College, Anoka-Hennepin Technical College, and Saint Cloud State University, where she developed initiatives that strengthened access and success for students from historically underrepresented communities.

Steward-Randle holds a Master of Arts in Organizational Management (Human Resources emphasis) from Concordia University, St. Paul, and a Bachelor of Science in Psychology from the College of Saint Benedict.
